OBJECTIVES

Develop a basin-wide management plan to achieve water quality goals
- Link land use to water quality: place
information on phosphorus and sediment impact in the basin in planning documents that impact land use
in the basin.

Establish and support stakeholder groups to develop citizen-led watershed
management in the Fox-Wolf River basin.

- Continue support for the basin partnership

Support and help coordinate research and data collection within the
basin.
- Continue the Strategic Data Acquisition Task
Force to address data needs for the basin-wide management plan.
- Establish a comprehensive citizen-based
volunteer monitoring program for the Fox-Wolf basin.
- Promote GIS development within the
basin.
- Hold an annual research meeting
- Support the RAP-STAC and
WINN-STAC

Facilitate/ broker market-based incentives for innovative, cost-effective
water quality improvement.
- Continue to assist WDNR with adoption of the
recommendations in our Trading Report
- Convene a task force of representatives from
agriculture to discuss cost-effective ways to achieve water quality improvement

Participate in public policy and program development that promotes effective
watershed management.
- Develop programs for at least four of the
recommendations from the Water Quality Summit
- Participate in the state-wide Clean Water
Council
B. Empower citizens to restore and revitalize the
economic, cultural, historical and educational benefits of the Fox-Wolf Basin through information, education,
celebration and networking.
OBJECTIVES:

Become a water quality information clearinghouse for the basin.
- Create a communications plan for the
organization
- Update the website to be a major source of
water information in the basin
- Update our table display to contain
presentations on FWWA, stormwater management, nutrient trading, basin management plan and natural
resource-based land use planning.

Provide topical conferences and forums to educate citizens on water quality
issues and to provide networking opportunities.
- Continue the statewide Stormwater Management
Conference
- Present a conference on “New Tools for Water
Quality” and create proceedings papers
- Hold a workshop on current research in
phosphorus management

Educate basin stakeholders on watershed issues
- Develop “Project NEMO” for delivery in the
City of Appleton
- Develop “Project NEMO” for delivery in the
City of Green Bay
- Assist with the development of the North
East Wisconsin Stormwater Consortium.
- Continue work on the “State of the Basin”
report card.

Provide a “special places” program to help citizens’ experience and enjoy the
resources of the basin.
- Conduct 6 paddle trips during
2004.
- Hold a river festival to celebrate the
rivers
- Work with others to develop a Water Trail
Network
C. Build and maintain a strong organizational
foundation featuring diverse financial resources and broad and active citizen participation.
OBJECTIVES:

Develop new members and maintain existing membership in Fox-Wolf Watershed
Alliance.
- Mail membership renewals on a quarterly
basis
- Mine existing database for possible new and
renewed members and conduct a membership drive.
- Develop and conduct an effort to increase
the number of members in the following areas: counties and municipalities, LCDs, businesses and
industries

Actively seek major donor and foundation income to support the work of the
organization.
- Identify and target area foundations and
major donors for designated and undesignated funds.

Acquire grants to support our program
- Develop a database of available
grants
- Prepare a file of background information to
be used in grant writing

Develop and maintain a strong board of directors.
- Increase board size to 12 to 15 members that
are representational of the basin and of the services needed by FWWA.
- Establish functioning board
committees

Strengthen the Basin Advisory Council.
- Hold a Council meeting as a follow-up to the
Summit

Maintain appropriate staff to support the work of the organization.
- Facilitate the support person for the basin
partner teams
- Explore support for increased communication
programs

Acquire necessary equipment and space to efficiently run the
organization
- Develop a technology plan for the
organization
- Identify possible locations for a new
