1. The water resources of the Fox and Wolf River Basin are essential to the ecological and economic integrity of the region and the foundation of its quality of life.
2. A watershed approach involving all sources of stress to the system is the best way to improve our water resources and establish sustainable management.
3. Effective water resource decision-making requires an understanding of sound scientific principles and a commitment to apply them strategically in the watershed.
4. Limited resources for water resource management require a least-cost mix of management strategies to yield the greatest amount of improvement at the least cost. 
5.  Everyone in the community shares some responsibility for the condition of our water resources, and everyone must share in improving their condition.
6. We cannot accomplish water resource goals without reaching out to partners in the community, understanding their needs, and working together.
